You twist the lid after a late shift. The flower smells like pine and wet dirt. Then you fill a glass at the kitchen sink and treat it like a different planet.
In Michigan those two things share a watershed. The Great Lakes sit next to the tap, the well, and the hose that hits living soil. Water doesn't vanish in the field. It shows up in how the plant grows, what a Michigan CRA lab has to pass, and how the joint burns.

How Does Great Lakes Water Show Up in a Michigan Cannabis Jar? #
It shows up as plant health, as lab passes, and as late-season wet air. It doesn't show up as a lake sticker on the lid. Water carries minerals and whatever else is dissolved in it. Cannabis can pull metals from soil and water at high rates. A 2023 Environmental Health Perspectives piece (PMC10519194) calls cannabis a hyperaccumulator, meaning tissues can hold metals from soil, water, and fertilizer at levels far above most plants.
A Michigan jar is never "just genetics." A Detroit-area city tap is treated Great Lakes water watched by EGLE's Drinking Water and Environmental Health Division. A well is groundwater the owner has to test. Outdoor flower also sits in lake-driven humidity. All three can change the plant. Only some of that change lands on a COA.

What Does EGLE Actually Regulate for Cannabis Water? #
EGLE watches the water going in and the water going out. The Michigan CRA watches the flower that gets sold. Those are two desks. A grow license doesn't replace an EGLE file. EGLE's own cannabis compliance page says cultivation and processing sit under water, waste, and air rules. CRA stays the lead agency for adult-use and medical marijuana.
EGLE's cannabis environment FAQ is blunt: growing can hit water quality, air, soil, and water withdrawals. It also says marijuana is treated as a commercial product, not a crop. That one sentence matters. Farm irrigation under MDARD and a licensed grow under EGLE aren't the same paperwork.
Withdrawals: the 100,000-gallon line #
If a site can pump a lot of water, Michigan calls it a large quantity withdrawal. EGLE's Part 327 page defines that as the capacity to take more than 100,000 gallons per day over a 30-day stretch. That equals about 70 gallons per minute. Every pump on the property counts together.
That rule sits inside Michigan water law and the Great Lakes–St. Lawrence River Basin Water Resources Compact. The Compact is why Great Lakes water isn't a private tap for whoever can reach it. EGLE also notes that communities fully outside the basin are barred from pulling Great Lakes water.

EGLE's grower water-resources guidance repeats the same 100,000 GPD trigger. A new or bigger large withdrawal has to be authorized before it starts. Sites over that line also report yearly water use to MDARD if they count as farms, or to EGLE for other withdrawals.
Want city water instead of a well or a pond? That same PDF says maybe. Call the municipality. A Detroit-area utility can say no, meter it hard, or treat a grow like any other big customer.
Wastewater: the hose runoff is not "just farm water" #
Most people skip the runoff. EGLE's FAQ says watering plants and catching runoff still makes wastewater. Fertilizer, nutrients, and pest sprays can ride in that water. Reverse-osmosis brine, dehumidifier drip, and softener backwash can concentrate junk.
If that water goes to the ground or to groundwater, EGLE wants a Groundwater Discharge Permit Application. The FAQ points to Rule 323.2210(y) in MiEnviro. An exemption, if one exists, still starts with that application. Samples have to cover the Part 22 list (metals and non-metals) with the EPA methods EGLE names.
Oil-extraction wastewater is a hard no for a groundwater discharge permit. EGLE says that stream is hazardous waste.
Stormwater and dirt work #
The water-resources guidance also flags land work:
- Part 91 soil-erosion permit if you disturb one acre or more, or work within 500 feet of a lake or stream
- NPDES construction stormwater (a federal dirty-water permit, run in Michigan by EGLE) if you disturb one acre or more and send stormwater to a stream, river, lake, or wetland
Those permits keep grow runoff out of the same lakes that fill a Detroit kitchen tap.
CRA doesn't stamp an "EGLE water permit" on a license packet. A farm needs EGLE water paper sometimes, not automatically. It depends on how much you pump, where the leftover water goes, and whether you tear up enough ground to trigger stormwater rules.
Who holds which file #
Three letterheads show up in this story. Mixing them up is how people invent rules.

EGLE's cannabis hub says other federal, state, and local rules may still apply. A township can be stricter than the state. A Detroit-area site near a drain or a wetland should assume extra eyes. Don't read that as a Divine Toke site map. Townships and wetlands just work that way here.
People skip the Compact piece. Part 327 exists so a big pump doesn't dry a creek or move lake water into the wrong basin. Cannabis isn't a special exception. A greenhouse with a fat well and a city high-rise with a fat intake sit in the same lake math.

Well Water vs City Water: What Changes on a Michigan Farm? #
City water is a public system EGLE already watches. Well water is the owner's job. That split is the whole Michigan story. Don't treat it as "well is cleaner" or "city is safer." The split is who tests, how often, and what the report is for.
EGLE enforces the federal Safe Drinking Water Act under the Michigan Safe Drinking Water Act. About 1,400 community supplies and 10,000 noncommunity supplies sit in that program. A Detroit household on a water bill is in the community pile. EGLE's private-well page gives the simple test: if you get a water bill, you're probably on a community supply.
Wells are common here. EGLE says about 1.12 million Michigan households use private wells, and about 15,000 new domestic wells get drilled each year. After the install test, you own the system. Private wells aren't run like a city plant under the Safe Drinking Water Act. EGLE's PFAS MCL page says the same thing in one line: private residential wells aren't regulated under that Act. The state may still use those MCLs when someone brings in a well result.

EGLE's well-testing page lists the usual well worries: coliform bacteria, nitrate, nitrite, hardness, and metals such as arsenic, lead, cadmium, and mercury. Some county health departments will run tests. Oakland and Washtenaw are on that list. If your county doesn't, EGLE's lab is the backup.
For a grow, that split changes the work:
- City water is more consistent week to week. It's also treated for people, not for soil life. You may need to knock down disinfectant before it hits living soil.
- Well water can be mineral-rich and free of city chlorine. It can also swing with season, a nearby field, or an old casing. One clean test in April isn't a forever pass.
- Pond or ditch water is a third thing. Surface water can carry runoff and algae. Treat it as its own source. Do not borrow a city CCR and call it done.
Divine Toke isn't publishing a well log or a city-meter read. A Detroit shopper shouldn't need one. You need to know the category of water a farm uses, and that licensed flower still has to pass the same CRA safety panel either way.
How to read this year's water report #
A Consumer Confidence Report is the city's homework packet. EGLE says you should get it by July 1. It names the source and the year's detections. Look for three things:
- Source water. Lake, river, well field, or a mix. Southeast Michigan city water is usually Great Lakes-connected surface water. A rural grow may be a glacial well.
- Disinfectant. Chlorine, chloramine, or both. That tells you how stubborn the residual is.
- Metals and PFAS lines. Lead is often a plumbing story, not a lake story. EGLE says lead and copper mainly come from corrosion of pipes and fixtures. PFAS, if listed, is the state MCL table: PFOA at 8 ppt, PFOS at 16 ppt, and the rest on michigan.gov/pfasresponse.
Well owners don't get that packet. EGLE's testing page says you're responsible after the install sample. A common starting list is coliform bacteria and nitrate, plus metals if your county's geology is known for arsenic. Some local health departments will run the bottle. If they won't, EGLE's lab will.
Do not turn a neighbor's well slip into your farm story. Groundwater changes by street, let alone by county. The Water Well Viewer exists because each hole is its own record.
Why Do Chlorine and Chloramine Matter in Living Soil? #
City disinfectant is there to keep people safe. Living soil wants microbes alive. Those goals collide at the hose. EGLE makes public supplies meet Safe Drinking Water Act rules. That usually means a chlorine or chloramine residual in the pipes so bacteria don't grow on the way to your tap.
That residual keeps a Detroit kitchen safer. Same residual is rough on a compost-rich bed. Beneficial bacteria and fungi help roots eat. Living soil is that web, not a bag of dirt plus a bottle. Chlorine is jumpy and can fade if water sits. Chloramine is built to last. Letting a barrel "off-gas overnight" is a weak fix when the utility uses chloramine.

You don't need a farm tour to use this. If the water smells like a pool, assume a residual. Carbon filtration is the common way to strip it. We're not claiming a Divine Toke recipe or a residual number for any Michigan city. Utilities change treatment. Read this year's water report.
This is also why the water 101 talked about "dead" soil after harsh inputs. Chlorine is one of those inputs. It doesn't make flower illegal. It can make a living-soil bed act like a weaker version of itself: flatter smell, slower bounce-back after a dry spell, less of the underground help that regenerative growing is built on.
Rain is a third input. It has no city chlorine. It also has no EGLE plant standing behind it. Roof runoff can pick up bird mess, old shingles, and dust. Pond water can pick up a field after a storm. Treat rain and ponds as their own tests, not as "free Great Lakes water."
Here's the shopper version. "We use city water" isn't a slam. "We use well water" isn't a trophy. Ask whether they treat the water for soil after the utility treated it for people. That question tells you more than either label by itself, and it still isn't a substitute for the batch's own paperwork.
How Do Metals and PFAS Reach Flower, and What Does a CRA COA Show? #
Roots can move some metals into flower. A Michigan COA only reports the metals on the panel. It doesn't report PFAS. Those are two different chemical families. A pass on lead isn't a pass on "forever chemicals."
PMC10519194 walks through why cannabis is a risk plant here. It can store metals from soil, water, and fertilizer. Hemp is even used to pull metals out of dirty ground. The same trait is a problem when you smoke the plant. That piece also recaps a large NHANES look at exclusive marijuana users from 2005–2018. Users showed higher lead and cadmium markers than nonusers. Treat that as a reason legal testing exists, not as a claim about today's licensed Michigan jar. The untested-era line comes from Amber Wise and Maxwell Leung in that EHP news piece, not from the NHANES study authors. They say most of that 2005–2018 window was unregulated, untested product.
What Michigan actually fails flower for #
Mich. Admin. Code R. 420.305 is the testing rule. The CRA sampling bulletin publishes the numbers. For inhaled flower, Table 2 (built around a 5 gram/day assumption) sets:

The lab has to measure a half-gram representative sample. The limit of quantitation must be half the action limit. Over the line is a fail. Residual-solvent tables in that same bulletin are for infused and edible batches, not a dried flower joint.
CRA does not require cultivators to test irrigation or well water. Finished flower still has to pass the metals panel.
Water activity is the other water number on the sheet. Flower passes if aw does not go over 0.65. That's moisture in the dried bud, not a lake-cleanliness score. It's the mold line. We covered the science in the water 101. Here it's just the CRA pass/fail.

PFAS lives on a different form #
Michigan set its own PFAS drinking-water limits in 2020. EGLE's MCL page lists seven compounds for about 2,700 public supplies:

Private wells don't automatically get that testing. Federal PFAS rules have been in flux. EPA set national MCLs in 2024, then moved to change parts of that package in 2025–2026. For a Michigan tap, the state table and your utility's July 1 water report are the documents that exist today.
None of those PFAS names appear on the CRA heavy-metals table. A flower COA can pass lead, arsenic, mercury, and cadmium and still say nothing about PFAS. Divine Toke isn't waving a secret PFAS printout. Metals have a flower panel. PFAS is a water-and-soil question the cannabis COA doesn't answer.
Drinking-water lead is also not the flower number #
As of January 1, 2025, Michigan's drinking-water lead action level is 12 ppb, down from 15 ppb. Copper stays at 1.3 ppm. Those numbers come from EGLE's Lead and Copper Rule page. Those numbers watch tap water after it sits in pipes. They aren't the CRA flower limits. Don't mix the units. ppb in a glass and ppm in a bud are different tests for different jobs.
Where metals get into a plant besides the hose #
Irrigation is one door. Soil, fertilizer, and gear are the others. PMC10519194 lists soil, water, fertilizer, and other inputs. A clean tap can't save dirty compost. A clean well can't save a bed built on mystery fill.
Three piles:
- Water. City residual, well metals, pond runoff.
- Media. Native soil, imported topsoil, living-soil mixes, leftover synthetic salt.
- Gear and feed. Old piping, cheap nutrients, spent rockwool, or a hose that sat in the sun for a decade.
That's why regenerative growing and pesticide-free habits matter next to water law. You can pass EGLE and still fail CRA if the bed is a junk drawer. You can pass CRA and still have a dead soil web if every watering is chlorinated tap. The tests don't replace each other.
Adult-use harvest batches also face a yeast-and-mold cap of 100,000 CFU/g on the CRA bulletin. Medical harvest is tighter at 10,000 CFU/g. Wet flower from a humid Great Lakes September is how those numbers get interesting. Metals and mold are different fails. Both can start with water.
Why Do Great Lakes Humidity and Runoff Still Shape Outdoor Flower? #
Lake air keeps nights wet. Wet nights raise rot pressure. Runoff is a legal water problem, not a leftover puddle. Chemistry in the hose is one story. Weather over the canopy is the other. A Detroit September can do both in the same week.
EGLE doesn't set a "bud rot rule." The Great Lakes still shape the season. Outdoor flower in southeast Michigan finishes in short, humid weeks. We mapped the frost clock in farming on Michigan time. The water version is simpler: damp nights plus tight buds is how botrytis (gray mold in the cola) gets a vote. You can't see that on a metals panel. You can see the result in a rushed dry or a failed water-activity test.
The grower-side water story is the runoff EGLE already named. The cannabis FAQ refuses the "it is just agricultural water" line. Licensed marijuana is a commercial product. Irrigation leftover, RO concentrate, and floor-drain water have to be accounted for. If that mix hits groundwater, EGLE wants it characterized, metals included.

This is also why Michigan terroir talks about lakes and land together. Water in the soil and water in the air are cousins. One you pump. The other you can't turn off.
Indoor rooms dodge lake humidity with dehumidifiers. Those machines make condensate. EGLE's FAQ lists that drip as a wastewater stream that can concentrate pollutants. So even a warehouse in a Detroit suburb is still in the water story. The lakes don't have to wet the leaf. They still sit under the permit math.
Divine Toke isn't claiming a rainfall log or a hoop-house humidity chart. For a shopper, treat sun-grown Michigan flower as a fall product with a weather year attached. Ask when it was cut and how it was dried. Then read water activity and microbes on the COA. That pair tells you if the wet season made it into the jar.
What Can a Detroit Shopper Check Without a Farm Tour? #
You can check the water report for your house and the COA for the batch. You can't audit a farm from a stool. That's enough if you use both.
Start with your own tap. EGLE says utilities owe you a Consumer Confidence Report by July 1. It lists the source and the year's tests. If you're on a well, that report doesn't exist. You're the utility. Pull last year's bacteria and nitrate slip, or get a new one. Oakland and Washtenaw health departments are among the counties EGLE lists for local testing.
Then look at the flower the same way you look at a label at the shop.
- Match the batch. The number on the jar should match the COA. No match, no story.
- Read safety before THC. CRA requires metals, microbes, chemical residue, foreign matter, and water activity on flower. A 28% THC line doesn't excuse a metals fail.
- Confirm metals say pass. Lead, arsenic, mercury, and cadmium, plus Table 2 total chromium (1.200 ppm) and nickel (1.000 ppm). Those inhaled-flower limits live in the CRA bulletin.
- Check water activity. Flower must stay at or under 0.65 aw. Over that and mold gets a runway.
- Ask one water question, not ten. "City, well, or mixed, and do you treat it before it hits living soil?" is a real question. "What is your EGLE permit number?" is for the inspector, not the stool.

If a budtender waves off the COA, walk. Licensed Michigan flower is supposed to have one. That rule is why this state isn't the untested market PMC10519194 was mostly looking at.
A Tuesday-night walkthrough #
Say you get home in Detroit at 10 p.m. You crack a jar. You also ran the kitchen tap to rinse a plate. Those two minutes can hold the whole article.
- The tap is a community supply. EGLE already has a file on that plant. Your July report is the plain-language version.
- The jar is a licensed batch. CRA already required metals, microbes, and water activity before it could move.
- If the farm used city water, someone should have thought about disinfectant and soil life.
- If the farm used a well, someone should have thought about bacteria, nitrate, and metals in that hole. Not last decade. This year.
- If the farm is outdoor, September wet is in the dry-room story whether they say so or not.
You don't need acreage. You don't need a permit PDF. You need one matched COA and one honest sentence about the source. That's the everyday version of EGLE plus CRA.
What Michigan Water Stories Get Wrong #
Great Lakes water is a shared resource with rules, not a magic clean stamp on a jar. Most bad takes collapse those two ideas.

The Compact exists because the lakes are easy to love and easy to abuse. A cannabis farm is one more user in that basin. So is a Detroit high-rise. So is a Downriver plant. Living next to Huron doesn't give anyone a pass.
If someone sells you "Great Lakes terroir" as a substitute for a COA, they're handing you a postcard. Ask for the lab sheet. The lakes don't run the metals panel. The lab does.

Does EGLE regulate cannabis water in Michigan? #
Yes. EGLE applies water, waste, and air rules to grows and processors. The Michigan CRA still runs the marijuana license and the product tests. EGLE's FAQ says cultivation can raise water withdrawals and hit water quality. Two agencies. Two jobs.
Do Michigan cannabis farms need an EGLE water permit? #
Sometimes. Not automatically. A large quantity withdrawal, a discharge to ground or groundwater, or construction stormwater can each trigger EGLE paper. The FAQ says any grow that plans to discharge to ground must file a Groundwater Discharge Permit Application (Rule 323.2210(y)). CRA doesn't issue a special "cannabis water permit" of its own.

Chloramine lasts longer than free chlorine. Filter or otherwise treat city water before it hits a living bed. Then confirm the finished flower still passes CRA safety tests.
What heavy metals does Michigan test in flower? #
Lead, inorganic arsenic, mercury, cadmium, total chromium, and nickel, with published inhaled-flower action limits. The CRA sampling bulletin Table 2 sets lead at 1.00 ppm, arsenic at 0.400 ppm, mercury at 0.200 ppm, and cadmium at 0.400 ppm, plus total chromium at 1.200 ppm and nickel at 1.000 ppm. R 420.305 is the rule that requires the metals test.
Does a Michigan CRA COA test for PFAS? #
No. The heavy-metals panel is metals, not PFAS. Michigan's PFAS drinking-water limits (PFOA at 8 ppt, PFOS at 16 ppt, and five other compounds) live on EGLE's MCL page. Those apply to public supplies, not to a flower COA line. A metals pass doesn't answer PFAS.
Are private wells regulated like Detroit city water? #
No. Detroit city water is a community supply under the Safe Drinking Water Act. EGLE oversees about 1,400 community systems. A private well is the owner's system after the install test. EGLE's PFAS page states private residential wells are not regulated under that Act.
What is Michigan's lead action level for drinking water in 2025–2026? #
12 parts per billion for samples collected on or after January 1, 2025. EGLE lowered it from 15 ppb. Copper stays at 1.3 ppm. That's tap water after plumbing, not the CRA flower lead limit of 1.00 ppm.
How does Great Lakes humidity affect outdoor cannabis flower? #
It keeps nights wet, which raises rot pressure in late flower. The lakes don't have to be in the irrigation tank to matter. Southeast Michigan outdoor harvest already runs on a short clock. Farming on Michigan time has the frost math. Wet air plus dense buds is why dry rooms and water-activity tests exist.
Can I tell water quality from how a jar smells? #
Not reliably. A loud pine nose tells you terpenes survived the dry. It doesn't tell you the well's arsenic or the city's chloramine. Smell the jar, then open the COA and look at metals and moisture. Your nose can't do that job.
What should a Detroit shopper check about water and flower? #
Your own July water report or well slip, plus a batch-matched COA that passes metals, microbes, and water activity. Ask whether the farm uses city water, a well, or both, and whether they treat it before living soil. Don't ask for a street address. Divine Toke doesn't publish one. Hold the jar and the paperwork. That's the consumer job.
